Abstract:As the primary products, agricultural products' value can be doubled after secondary processing.Many farmer entrepreneurs and local governments have paid attention to this point, consequently, town and township enterprises (TTEs) are built up one by one to process the local agricultural products so that the value can be increased, the taxes can be produced and the interests can be created.However, among the TTEs, most of them have been developing very slowly because of being lack of capital, insufficient materials and the same equipments built here and there.Some of them had to be annexed or went bankrupt.The focus of this article is about to make out the cause of the question mentioned above and try to put forward the corresponding strategies.
